Mr. GINNELL

asked the Chancellor of the Exchequer, whether Income Tax and other annual taxes are paid out of interest in lieu of rent pending completion of purchase by the Irish Land Commission or by the recipients of that interest; whether he is aware of the prevalent complaints in Ireland against Revenue officers levying those taxes also off the quasi-purchasers in respect of the same money; whether he will state the terms of any instruction issued to those officers to avoid doing this; and, if none has been issued, seeing that the practice involves a whole class for whom appeal is no remedy, whether he will obviate the necessity of appeals by issuing a general instruction?
