Mr. STANIER

asked what clause of the road improvement part of the Development Act, 1909, enables the Commissioners to make the local authorities add 25 per cent. to the contribution given by the Board for road improvements; and if this rule is always carried out in every case?

Mr. HOBHOUSE

The assistance which the Road Board have been able to give to proposed works of road improvement has in every case taken the form of a contribution to the total cost, but there is no obligation on a local authority to whom a grant is offered to proceed with the proposed work if the grant is not accepted.

Mr. STANIER

Have they a common basis by rule in regard to these improvements?

Mr. HOBHOUSE

Yes; I understand it is fixed at 25 per cent., but I would like to make inquiries.

Is that an annual grant?

Mr. HOBHOUSE
