asked the Secretary of State for Foreign Affairs whether he could state how many members, out of the total number available, were present at the Hague Conference on the occasion on which the British delegates raised the question as to the conversion of merchantmen into cruisers on the high seas; and what countries they represented.

This question amongst others was referred to a Committee, known as the Fourth Committee of the Conference, and all the Powers were represented on it; but the records of the Conference do not show whether all the delegates on the Fourth Committee were present at all its meetings.
