asked the Under-Secretary of State for India whether his attention has been called to the case of Babu Hem Chandra, of Krishnaghur, who was sentenced to two months' rigorous imprisonment for having in his possession without licence a gun belonging to a friend; whether, while undergoing imprisonment, he was again prosecuted for having stolen a bag of money from the Krishnaghur railway station, found not guilty and acquitted by the judge; whether he is aware that Chandra was brought into the court heavily fettered and manacled because he had written a petition on behalf of certain illiterate prisoners complaining of inadequate food; and, if so, will inquiries be made and the necessary steps taken to grant redress to Chandra?

The Secretary of State has no official information, but telegraphed for information as soon as his attention was called to the newspaper reports. He has not yet received a reply, but I will communicate with my hon. Friend as soon as I am in a position to do so.
