asked what meaning it is intended to convey by the word Establishment when it appears in the Army Estimates; and does it mean that the forces which are included in Estimates under the heading Establishment are the forces which the Crown is advised by its military advisers are necessary and adequate for the defence of the Empire and other military operations which the Army is intended and expected to undertake and discharge?

Mr. HALDANE

Establishment, in the Army Estimates, means the numbers of officers and men which are authorised to be maintained, as distinct from the actual strength which, of course, varies from day to day. The word has no reference to matters of opinion.
