asked the Secretary of State for Foreign Affairs, whether he was now in a position to make any announcement to the House with regard to the taking of prompt and effective steps to deal with the conditions of slavery in San Thomé and Principé?

It is for the Portuguese Government, and not for His Majesty's Government, to take and announce steps of this character. It is not with the conditions of contract labour in San Thomé and Principé, so much as with the conditions of the recruitment of labour in Angola, that the Portuguese Government have had to deal. So far as I am aware, no recruiting has taken place in Angola during the past year, and as long as that is so there is obviously no need to say anything more about it.
