§ Mr. McKENNAThe reply to the first part of the hon. Member's question is in the affirmative, and the notes as reprinted in the White Paper are a reproduction of the original memorandum. As regards the last part of the question, it would be 352 contrary to the practice of the Admiralty for the initials to be appended to a Command Paper formally presented to Parliament.
