Officers desirous of qualifying for gunnery or torpedo lieutenant have for many years been required to serve one year at sea as lieutenant, in addition to time as sub-lieutenant, before being selected to specialise. It is considered desirable that this rule should be applied to all naval officers specialising in the future.
