asked what has been the gross increase of the combined Army and Navy Estimates since 1904–5, compared with the gross increase of the Civil Service Estimates for the same period, including Supplementary Estimates in boils cases?

The question is not clear, but if "gross increase," means "increase in the gross Estimates," the following are the figures:—
