§ The PARLIAMENTARY SECRETARY to the LOCAL GOVERNMENT BOARD (Mr. Herbert Lewis) (for Mr. Runciman)The Bill proposes to empower the courts 1219 to recover fines from children over fourteen, where it is proved to the court that the parent has done his best to get the child to school. It is intended that the child should only be forced to pay if he is in receipt of wages or some other income, and if this is not sufficiently clear from the Clause itself, steps will be taken to make the necessary alteration at a later stage.
