§ Mr. LARDNERasked the Chief Secretary if he was aware that some months ago the Registrar of Petty Sessions in Ireland issued a circular directing magistrates not to take statutory declarations of secrecy for the purposes of local government elections unless there was affixed 1s. duty in petty sessions stamps; would he state under what authority the Registrar issued this circular; and, further, why the practice of many years standing of taking these statutory declarations of secrecy without payment of any stamp duty had been departed from?
