§ Mr. WILLIAM THORNEasked the Prime Minister whether his attention had been called to a recent decision of the Court of Appeal to the effect that unless inhabitants of tenements were rated separately they did not comply with the terms of the Franchise Act of 1867; whether he is aware that this decision will affect other classes in addition to latchkey voters, and will be the means of disfranchising many thousands of people in all parts of the country; and whether he intends taking action in the matter.
