Motion made, and Question proposed, "That the Bill be read a second time."

Mr. MOONEY

On a point of Order, Mr. Speaker, is it in order for the Local Government Board to put down for Second Reading a Bill which has not, under Standing Order 31, been printed: the Bill has not yet been printed, nor can it be seen?

Mr. SPEAKER

I believe this Bill is in the Department of the Board of Trade, not of the Local Government Board. The hon. Member is perfectly right. I do not think a Bill which has not been printed should come up for Second Reading, or should be taken. Perhaps the hon. Member will give me time to look into the matter. We ought to have a general rule to apply to all cases of this sort.

Second Reading deferred till to-morrow (Thursday).
