§ Mr. CHURCHILLThe memorial in question submitted to me, for determination under Section 15 of the Asylum Officers' Superannuation Act, 1909, a dispute which had arisen as to whether certain officers or servants of the Powick Asylum were established officers or servants for the purposes of the Act. I have now been advised by the law officers of the Crown that the Act does not confer on me any jurisdiction to determine this dispute, and that, apart from a court of law, no authority except the visiting committee of an asylum has any jurisdiction to decide what officers or servants are established officers or servants.
