The DEPUTY-CHAIRMAN (Mr. Whitney)I beg to move, "That Standing Order 193a be suspended, and the Bill be read the first time." Perhaps I may offer a word of explanation on the Motion in the name of the Chairman of Ways and Means in regard to this and the following Bill. The reason why they are delayed is that they have had to go twice before a Select Committee of this House. The Select Commit- 854 tee found some point which they desired to be modified, and the Bills had therefore to go back for further consideration, and it was only last week that the Select Committee was able to sit a second time and approve them in their modified form.
