asked whether, under the insurance scheme, in the event of an insured person becoming demented and detained in a public institution, the whole of his invalidity money will be paid to his dependents without deduction?

In the circumstances described the disablement benefit would be paid to or applied in whole or in part for the relief or maintenance of the dependents of the insured person as the society or committee by which the benefit is administered think fit. No part would be payable to the institution, but the dependents would have no absolute right to the whole.
