§ The FINANCIAL SECRETARY to the TREASURY (Mr. Hobhouse)It has always been anticipated by my right hon. Friend that the number of persons with incomes above £160 who would take advantage of the privilege of voluntary insurance would be small. I do not think the assumptions explained in paragraph 17 of the Actuaries' report would be much affected by the change.
