asked when the Government proposed to publish Consul Casement's Report concerning the alleged atrocities on the Putumayo?

Publication will depend upon the action of the Peruvian Government.

Mr. GWYNN

Will the British Government allow its attitude in this matter to be determined entirely by the wishes of the Peruvian Government?

Mr. McKINNON WOOD

No; that is not at all the purport of my answer; quite the contrary.

Mr. RAMSAY MACDONALD

Are we to understand that His Majesty's Government are in communication with the Peruvian Government on the matter?

Mr. McKINNON WOOD

That is so.

May we take it that if the Peruvian Government do not object the report will be published?

Mr. McKINNON WOOD

That is not exactly the position.

Mr. WEDGWOOD

Is not the exact position that if the Peruvian Government do not take some action on the report, the report will be published?

Mr. McKINNON WOOD

That is much nearer.
