asked whether the State's contribution to benefits and the cost, of administration thereof under the National Insurance Bill is equivalent to a contribution of 2d. a week; and, if not, whether its equivalent is as follows: for 1912–13 less than ¾d., for 1917–28 about l½d.?

Mr. LLOYD GEORGE

The State contribution to the National Health Insurance including the contribution after the increase of benefits which will become possible under Clause 8 (8) on the extinction of the initial deficit, is in the long run the equivalent of 2d., but as the contribution takes the form of a proportion of the benefits the contribution in the early years will always be less than 2d.

Will the right hon. Gentleman say in answer to the question what the amount of the equivalent contribution will be in 1912–13 and 1917–28?

The hon. Member's calculations in the question, are substantially correct in both cases.
