asked the Prime Minister whether he would direct that the conventions referred to in the Preamble to the Second Peace Conference (Conventions) Bill be set out in the Schedule to the said Bill?

May I reply on behalf of the Foreign Secretary? All the Conventions with which the Second Peace Conference (Conventions) Bill deals were laid before the House in a convenient form in Cd. 1175 (Blue Book No. 6 Miscellaneous of 1908), and there does not seem to be any adequate reason for reprinting them in a Schedule to the Bill.

Will the hon. Member ask the Foreign Secretary whether he will not follow the precedent of the Naval Prize Bill? In that case the convention in reference to the establishment of an International Court was set out in the Bill. It would be much more convenient for hon. Members to discuss the matter if that were done.
