asked who is to be considered the employer, for the purposes of the National Insurance Bill, when workmen engage young persons as helpers, as is common in some trades?

I will refer the j hon. Member to my reply to the hon. Member for the Attercliffe Division of Sheffield on Monday.

Is the right hon. Gentleman aware that the hon. Member for the Attercliffe Division (Mr. Pointer) did not put his question on Monday, and there were many who wanted to hear the answer?

If that is the case I will read it now:— In such a case, by paragraph 5 of the Third Schedule, the workman's employer could be treated, under appropriate regulations, as the employer of the helper."— [OFFICIAL REPORT, 3rd July, 1911, col. 934.]
