asked the Under-Secretary of State for India whether the provision made in Section 5 (2) of The Indian Councils Act, 1909, for the appointment of 185 a Member of Council, other than the Governor General, to preside in the Legislative Council had been carried into effect; and, if not, whether it was proposed to do so?

As my hon. Friend is aware, the provision in question applies only to the discussion of the annual financial statement and the discussion of resolutions on matters of general public interest. Within these limits it has been carried into effect.
