Captain MURRAYasked the Under-Secretary of State for India whether the provision made in Section 5 (2) of The Indian Councils Act, 1909, for the appointment of 185 a Member of Council, other than the Governor General, to preside in the Legislative Council had been carried into effect; and, if not, whether it was proposed to do so?
