Motion made and Question proposed, "That the Bill be now read a second time."

The objects of this Bill are not, I think, such as would commend them to all reasonable people.

Mr. JOYCE

The hon. Baronet is, I think, confounding two Bills. This is a small Bill to enable a body of fishermen, who have paid rent, they and their forefathers for 200 years, to be made secure in their rights where the land has been purchased and the sporting rights given to the tenant farmers.

The hon. Gentleman's explanation confirms me in my objection to this Bill. If those rights to which he refers belong to those people this Bill must not be necessary. I think it is obvious, therefore——
