§ The SECRETARY of STATE for FOREIGN AFFAIRS (Sir Edward Grey)According to a report from His Majesty's Consul at Loanda, dated 30th November last, the railway had then reached 320 kilometres, and was expected to be open to traffic for that distance very shortly. I have no later information, and till the railway has reached the Congo territory I do not see how it can be connected with any other system of existing railway.
