asked the Postmaster-General whether, in view of the fact that a crossed postal order can only be cashed through a bank, and that many people have no banking account, he could see his way to issue instructions that a crossed postal order might be paid into the Post Office Savings Bank?

As stated in the "Post Office Guide" a crossed postal order can be paid into an account in the Post Office Savings Bank provided it is not crossed to a particular bank.

Can the Post Office cash these postal orders?
