asked the Secretary for the Colonies whether he would accompany the appointment of a new Lieutenant-Governor and Secretary of State, which has just been made, or is about to be made, in the island of Malta, with a grant of larger powers of self-government, giving a real and effective control of local matters to the elected members?

His Majesty's Government cannot, as at present advised, reconsider the question of the constitution of Malta.
