The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Mr. McKinnon Wood)The report will be found, together wtih all other documents essential to a correct appreciation of the Declaration of London, in the Blue-books, Command Numbers 4554 and 4555, which were laid before Parliament as long ago as March, 1909.
