§ Lord BALCARRES (for Sir William Bull)asked the Secretary for Foreign Affairs whether, in the event of proposals being made to cede the whole or part of a British Colony or Protectorate to a Foreign Power, he was prepared to submit the same to Parliament for approval before final ratification?
Mr. McKINNON WOODI cannot answer questions about hypothetical proposals. Frontier delimitations involving small exchanges of territory have, I imagine, frequently been made without the consent of Parliament. The general question was discussed in this House in July, 1890, and I do not know that I can usefully add to the opinions then expressed upon it.
