asked the Under-Secretary for Foreign Affairs whether, in view of the recent claim by Russia to extend the three-mile limit to twelve miles, he will consider the expediency of raising the question before the Hague Tribunal for the purpose not only of effecting an amicable understanding between the North Sea Powers, but also for protecting and developing the fishing grounds of each country concerned?
