Mr. HARCOURTHis Majesty's Government regard the report of the Royal Commission as a matter for the consideration, in the first instance, of the Governments more directly concerned. 673 They have invited and are awaiting the expression of the views of the West Indian Colonies on the suggestions put forward by the Commissioners.
