asked if the report of the Royal Commission on Trade Relations between Canada and the West Indies had now been considered by the Government; and whether, in view of the importance of the suggested policy, the House of Commons would have the opportunity of discussing the situation?

Mr. HARCOURT

His Majesty's Government regard the report of the Royal Commission as a matter for the consideration, in the first instance, of the Governments more directly concerned. They have invited and are awaiting the expression of the views of the West Indian Colonies on the suggestions put forward by the Commissioners.

Can the right hon. Gentleman give us an assurance that an opportunity will be provided this House to discuss the arrangement before it is concluded?
