§ Viscount HELMSLEYI desire to ask a question of which I have given you, Sir, private notice, namely, whether, in view of the fact that Mr. Speaker's certificate is not appended to the Finance Bill which passed this House on Wednesday last, the Bill in question is a Money Bill within the meaning of the Parliament Act?
