Mr. LOUGH

asked the Secretary of State for Foreign Affairs whether he has now received a Report of the meeting of the Brussels Sugar Convention held last Friday; if so, whether permission was given to Russia to export an additional 500,000 tons of sugar westwards; whether any conditions were attached to the concession; whether the export of this sugar can take place immediately, or if it will be necessary for the decision to be ratified by the Governments of the respective countries who are parties to the Convention; and, if so, what delay such ratification may involve?

The PRIME MINISTER

The Sugar Commission, which has been sitting at Brussels, has been adjourned until 29tn January, when the matters referred to in the question will come up for further discussion. In any further negotiations that may take place His Majstey's Government will not commit themselves to remain a party to the Convention beyond the present limit of time, but will keep a free hand until the House of Commons has had an opportunity of reviewing the result of the adjourned negotiations. I hope, in those circumstances, my right hon. Friend will postpone the discussion of the question until we know what takes place on 29th January. I will give him full facilities.
