§ Mr. H. SMITHIs it within the recollection of the right hon. Gentleman that the 2139 late Mr. Gladstone and the late Sir H. Campbell-Bannerman frequently deprecated sending highly controversial Bills to Grand Committees; and will the Government bear that in mind?
