This Act may be cited as the Coal Mines Act, 1911.

Amendment made: Insert "(2) This Act, shall, except as otherwise provided, come into operation on the first day of July, nineteen hundred and twelve." — [Mr. Masterman.]

Mr. S. ROBERTS

I beg to move, at the end of the Clause, to insert the words "and shall come into operation on the first day of January, nineteen hundred and thirteen."

I should like to remind the Government that there is a good deal to be done before the Act can come into operation in the way of making new regulations and giving instructions to a large number of managers, and I do not know whether the right hon. Gentleman can see his way to splitting the difference with me and making the date the 1st of October.

I hope the hon. Gentleman will adhere to his proposal. He has already made concessions in regard to various Clauses.

Mr. MASTERMAN

I am reluctant to delay the operation of the Bill longer than is necessary, and we would feel unhappy if any disaster happened between June and October.
