HC Deb 04 December 1911 vol 32 c1030
Mr. BARNES

asked the Chancellor of the Exchequer if he can say how many workmen are now covered by the National Insurance Bill since the Amendments were passed exempting from its operations Government workers, local authority workers, school teachers, railway clerks, etc.?

Mr. McKINNON WOOD

Persons employed by the Government or local authorities and primary school teachers were excluded from the compulsory Clauses of the Bill from the outset. Any variation from the original estimate of 13,000,000 attributable to exemptions since inserted in the Bill must be insignificant.
