§ Mr. ROBERT HARCOURTasked the Prime Minister whether he has considered the fact that strong objections are entertained by those interested in the more effective control of refreshment houses in Scotland to the passage of the Shops Bill, in its present form, unless the Burgh Police (Scotland) Bill is also passed into law; and if, in view of the non-contentious character of the latter Bill, time can be taken for the Second Beading stage before the Shops Bill passes through Committee?
