§ Sir WILLIAM BULLasked whether at the present time Ottoman Christian subjects now made amenable to military service in Turkey were handed over to the Turkish military authorities by the Egyptian authorities after having sought refuge in Egypt, with a view to avoiding military service under conscription; whether that practice constituted a reversal of the policy hitherto followed by the Egyptian Government; and, if so, whether any in structions had been issued to the British advisers of the Egyptian Government to countenance that change of policy?
