Captain WARING

asked whether a commission, known as the Owen Commission, was recently sent out to inquire into the state of our fortifications at Gibraltar and in the Mediterranean; and, if so, whether the Under-Secretary for War proposes to present the report to Parliament, and, if so, when?

Colonel SEELY

A Committee, with General Sir T. F. Owen as Chairman, reported on these matters in 1907. It is impossible to make public the details of the armaments of our fortified ports.

Captain WARING

May I ask whether or not the Commission recommended any diminution or alteration in the arrangements.

Colonel SEELY

I hope the House will realise that these are the most confidential description of reports that can well be imagined, and I cannot make any statement.
