asked the Secretary of State for Foreign Affairs whether, in view of the possibility of British capital being invested in the Baghdad Railway, he will take steps to provide that full details and particulars of all treaties and obligations which this country may have entered into in the region of the Persian Gulf should be made known to this House, and to the country, before such investment takes place?

I am not in a position, at any rate at the present stage, to give an unconditional undertaking of the kind demanded; but the hon. Member may rest assured that, should the contingency contemplated arise, such information as can properly be made public shall be published in good time.
