asked how the estimate of the return of about two per cent. per annum of total capital outlay on furniture supplied to officers' messes was obtained, in view of the official statement that an estimate of the cost of supplying officers' messes with furniture could not be obtained without altogether disproportionate labour; and, if this was so, how was it possible to estimate the rate per cent. per annum if the total capital expenditure was unknown?

The official statement mentioned was made in reply to a question asking for actual cost and not for an estimate of the cost. The rate of two per cent. was calculated from estimated figures, which there is every reason to suppose are approximately correct.
