asked what was the cost of public education in Scotland in the year ended 31st March, 1910; what is the average cost to the Treasury per pupil on rolls; and what is the average contribution from the Treasury per head of the population for the same period?

Understanding that by "cost of public education" is meant the whole cost falling under the following main heads, the amount for the year 1909–10 is approximately £4,086,190, made up thus:—

1. Expenditure from Parliamentary Vote 2,129,711
2. Education (Scotland) Fund (excluding General Aid Grant included in 1) 217,641
3. Raised locally from School Board rates, school fees, etc., voluntary contributions and endowments 1,738,838

The Treasury contribution of £3,129,711 (which includes cost of administration), divided by the total number of scholars on the rolls of schools of all grades, including continuation classes, gives an average of £2 3s. per scholar. Per head of the population it gives an average of 8s. 7–57d.
