HC Deb 05 April 1911 vol 23 c2218
Lord HUGH CECIL

asked the Prime Minister whether time would be found for the discussion of the following Motion of which he had given notice:—"To call attention to the ruling of the Chairman in Committee on the Parliament Bill on the 3rd day of April that it was not in Order to make a Motion to omit the word 'Money,' in Sub-section (1) of Clause 1 of the Bill, for the purpose of inserting other words; and to Move, That, since it is the business of a Committee to which a Bill has been committed to determine the language which shall be used in that Bill, this House disagrees with the ruling of the Chairman of the Committee on the Parliament Bill, that it was not in Order to Move to omit the word 'Money' for the purpose of inserting other words."

The PRIME MINISTER

I cannot agree that where a Member differs from the ruling of the Chairman the Government are in any way bound to give time for the ventilation of his grievance.

Lord HUGH CECIL

What action is open to a Member who thinks that the Chairman has fallen into an error of judgment?

The PRIME MINISTER

He may exercise the rights given to him by the forms of the House.
