asked the Prime Minister whether he will consider the possibility of introducing legislation with a view to mitigating the growing evil by which a very large number of youths, at the age of leaving school and when they ought to be learning a useful trade, are employed as golf caddies, thereby learning to lead a precarious existence?

This is a very useful and important point. The occupation of a golf caddie is peculiarly unsuited to young persons and peculiarly suitable for adults not strong enough for active labour or partially incapacitated for some cause. If golf clubs would gradually adopt the practice of making use of the Labour Exchanges when engaging new caddies, my right hon. Friend the President of the Board of Trade would probably be able to supply them with exactly the proper class of person and to stop altogether the misdirection of youth. The general question of juvenile employments is under consideration.
