asked the Secretary of State for War if he was aware that in certain districts postcards were being sent to members of the Territorial Army, asking whether they would undertake to serve abroad in case of national emergency, and stating that, in the event of their so agreeing, they would be awarded a badge; and whether, if he was aware of such action, he had sanctioned it?
