Captain FABERI beg to ask the Chancellor of the Exchequer a question of which I have given him private notice, namely, if he will state whether he can legally give a guarantee to the effect that railway companies can, if they transfer the Income Tax now overdue, recover the money in the event of the Finance Bill not being passed?
