Mr. BOTTOMLEY

asked the Prime Minister whether, in view of the fact that there are upon the Parliamentary registers of the United Kingdom little more than half the adult male population, and that approximately only half of such population recorded their votes at the last General Election, he will consider the desirableness, before proceeding with proposals for the reform of the House of Lords, of introducing legislation with a view to making this House more representative of the people?

I quite acknowledge the importance and urgency of making this House more representative of the people, but beyond that general statement I am not prepared at the present moment to go.
