asked the President of the Board of Education if, in the interests of education, he would urge education authorities to exercise the power given to them by Section 11 of the Education (Administrative Provisions) Act 1907, to grant maintenance bursaries to the children of the poor to enable them to continue at elementary or higher elementary schools beyond the age of twelve?

The desirability of using the powers conferred by the Section in question necessarily depends upon local conditions, including local organisation of education. My right hon. Friend would, therefore, feel considerable difficulty in attempting to influence local education authorities in the exercise of their discretion in this matter.
