§ The PARLIAMENTARY SECRETARY to the BOARD of EDUCATION (Mr. Charles Trevelyan)The desirability of using the powers conferred by the Section in question necessarily depends upon local conditions, including local organisation of education. My right hon. Friend would, therefore, feel considerable difficulty in attempting to influence local education authorities in the exercise of their discretion in this matter.
