§ Mr. BARNESpresented a Petition from 1,000 Parliamentary electors of the Blackfriars and Hutchesontown Division of Glasgow in favour of a measure for the enfranchisement of women, and asking that they should be granted the Parliamentary vote on the same terms as it is, or may be, granted to men.
