asked the Secretary of State for Foreign Affairs, whether a foreigner has recently been appointed British Consul at Geneva; and, if so, whether there were any English residents well known to the British population who were capable and willing to fill the appointment?

The answer to the first part of the question is in the affirmative, but I must point out that this is a case in which no salary is attached to the position of Consul. In such cases the appointment, which is of an honorary character, is made upon the recommendation of the British diplomatic representative in the country, who alone can judge how far applicants are suited by position and personal qualifications to render assistance to the British community.
