asked whether the Russian Government has, through its agent at Tehran, demanded the dismissal of the Governor of Tabriz; and whether the English Minister at Tehran is supporting this demand?

I understand that the recall of the Governor-General of Tabriz is one of the conditions agreed on by the Russian and Persian Governments for the settlement of an incident which recently arose in that town, in connection with which the Governor-General's conduct was unsatisfactory, and he declined to comply with the instructions which he received from Tehran. The answer to the second part of the hon. Member's question is in the negative.
